Sir: Referring to my No. 686 of date 11th instant relative to the matter of the custody of ships’ papers, I have to say that Colonel Mansfield, the British minister at this capital, has since indicated to me in conversation that he entirely approved my memorandum in the premises, and that he had addressed a note to Mr. Seijas fully concurring therein; whilst Mr. Pyer, the German minister here, has since indicated to me in conversation, that having no instruction from his Government on the point, he could take no action thereon, but would report the matter of my memorandum to his Government.
