Sir: I have to acknowledge the receipt of your No. 168, of the 25th ultimo, reporting the outrage perpetrated by Armenians upon the Rev. R. M. Cole, an American citizen, in the city of Erzingan, and your action in immediately addressing the Turkish Government asking that the offenders be punished.

In approving your course as discreet and prompt, I have to add that it is hoped the result will be immediate and satisfactory.
