Sir: Your No. 14 of the 12th ultimo, in which you communicate the text of your note of the 2d to the minister of state on the general subject of the claims of our citizens growing out of the embargo of their estates in Cuba during the late insurrection there, is approved. Your Nos. 15–23 in separate cases of these claims have been read, and the action which they report is commended.
