No. 457.
Mr. Phelps to Mr. Frelinghuysen.

No. 21.]

Sir: Mr. Iglesias came in yesterday afternoon from Ancon. The city was gay with bunting, householders being required to display flags.

A large crowd assembled to see the arrival, and the event upon the whole may be considered favorable.

I have not yet received the copy of the principal articles of the treaty of peace. It has been promised since Monday by a friend of Mr. Iglesias, and some difficulty apparently attends procuring it.

I have, &c.,

S. L. PHELPS.
