Sir: I have the honor to inclose a copy of a letter from Mr. Novoa, informing me of the signature of a treaty of peace and of the evacuation of Lima, which took place this morning. Iglesias has arrived in Lima this afternoon and is at the palace. Peruvian flags are out, but there is no spirit and no enthusiasm.
