Mr. Frelinghuysen to Mr. Logan.

[Telegram.]

Mr. Frelinghuysen telegraphs Mr. Logan that his effort to consummate matters is commended, yet for this Government to instruct him to inform Peru to give up Tarapaca, Tacna, and Arica for $10,000,000 would be pretending to settle a dispute between two Governments without being asked to do so, and would be saying to Chili it had a right to the territory. The lamentable state of Peru might induce her to agree to these conditions, but it is for her to decide and not our Government.

The instructions which Mr. Logan and Mr. Partridge received were to act together and endeavor to accomplish an end which would be agreeable to both countries 5 but, if unsuccessful, it was hoped arbitration might be agreed upon.

Mr. Logan was further instructed to continue the endeavors to accomplish one of the results mentioned. In case of failure, the United States would not have neglected its duty.
