Mr. Frelinghuysen to Mr. Garter.

Sir: I have the honor, in pursuance of my promise, to inclose to you herewith a copy of a dispatch of the United States minister of Honolulu, of the 5th ultimo,* pronouncing, after an investigation, as false, the charges that Chinese sugars are brought to Honolulu and reshipped from there to the United States as the product of the Hawaiian Islands in order to secure the advantages of our reciprocity treaty with that Kingdom. Mr. Daggett’s report only covers the year 1882, but is conclusive as to his knowledge during that period, and affords reasonable presumption that there were no such illicit proceedings, as are charged, during previous years.
