Sir: I have to acknowledge the receipt of your No. 94, of October 13 last, covering a copy of the protest of the Hawaiian Government against the annexation of certain Polynesian islands, and to say that under date of October 18 last Mr. Garter, the minister of that Government at this capital, presented that subject for the consideration of this Department. I inclose to you copy of Mr. Carter’s note and of my reply of the 5th instant, in which it is stated that, under all the circumstances, the President “does not regard the matter as one calling for the interposition of the United States, either to oppose or support the suggested measure.”*
