Mr. Roustan to Mr. Frelinghuysen.

[Translation.]

Mr. Secretary of State: You kindly communicated to me on the 7th instant that the United States Government proposes to take part in the conference for the protection of submarine telegraphic cables which will meet at Paris, and that it has designated Mr. Morton, United States minister at Paris, and Mr. Henri Vignaud, secretary of legation, to represent it at this conference.

I am grateful to you, Mr. Secretary of State, for having so promptly given me the opportunity to apprise my Government concerning the intentions of the federal Government, and I hasten to communicate them to the department of foreign affairs. I have the satisfaction to announce to you that, according to a telegram that I have just received, the principal powers have signified their adhesion to the conference.
