Sir: I have the honor to acknowledge the receipt of your note of the 10th ultimo informing me of the recognition of the principality of Roumania by His Majesty the King of the Netherlands, and in reply it is, proper to state that the President has caused such steps to be taken on the part of the Government of the United States in a like direction as will, it is hoped, result in the establishment of diplomatic relations with the Prince of Roumania at no very distant day. To this end I have already addressed the proper committees in Congress.
