Sir: Your dispatch No. 1073, of the 18th ultimo, concerning the procedure of the Mexican judicial tribunals of the State of Coahuila in the trial, conviction, and execution of Zeferino Avalos for the murder of another Mexican committed in Texas, was duly received.

The Department agrees with you as to the value of the precedent thus established under the operation of the Mexican penal code.
