Sir: Upon information and evidence furnished by the Spanish consul that the ship Météor is being fitted out, and is about to sail from this port with intent that she should be employed or cruise in the service of Chili against the commerce of Spain, I have caused her to be libeled and detained. Has the Department of State any suggestions or instructions?
