Mr. Harvey, United Slates minister, to Mr. Seward, Secretary of State.

[Extract.]

Sir: The Duke de Loulé addressed me a fourth note, (of which a copy in translation is inclosed,) yesterday, on the subject of my recent representation, [Page 77] and from which it appears that the entire authority of every department of His Majesty’s government has now been seriously and energetically invoked to prevent rebel cruisers from arming or equipping in the island ports of this kingdom.

I have the honor to be, &c.,

JAMES E. HARVEY.

Hon. William H. Seward,
Secretary of State.
