Sir: Your dispatch No. 33, of the 24th ultimo, has been received. It is learned with regret that justice has been denied to the Hebrews in Roumania. The Department has complied with your suggestion, that an instruction be addressed to certain ministers of the United States in Europe, directing them to employ moral efforts toward inducing the governments to which they are accredited to forward an adjustment of the question.
