Sir: The consul of Germany has called to inform me that he last evening received a telegram from Prince Bismarck, instructing him to sign the note addressed to the Roumanian government concerning the persecution of the. Israelites, copy of which I had the honor to inclose and refer to in my dispatch No. 21, of the 9th instant.
