Sir: Your dispatch No. 175, of the 23d ultimo, covering a printed document relative to the International Statistical Congress to be held at St. Petersburg in August next, has been received. In reply, I have to state that Mr. Edward Young, Chief of the Bureau of Statistics in the Treasury Department, has been appointed a delegate to represent, the United States in said congress.
