Sir: During the last year I had frequent occasion to employ my good offices with the Mexican government, on behalf of English, French, and Austrian subjects, resident in this republic, in the absence of a diplomatic or consular agent of either of those powers, and especially in procuring for them “cartas de matricula,” and otherwise enabling them to comply with the recent laws on the subject of foreign citizenship.
