Sir: The note which, in conformity with your instruction, No. 495, I addressed to this government respecting the protection of the Israelites in Roumania, met with the most friendly reception at the foreign office, and has been submitted to the Emperor.

In a conversation with the acting secretary of state for foreign affairs on Saturday, I was assured that this government received the communication with great satisfaction, as an evidence of the confidence reposed in it by the Government of the United States, and has the best disposition to give effect to the humane desires expressed by the President.
