Sir: The Germana Parliament was opened yesterday by Prince Bismarck. [Page 189] Notice was made in the Emperor’s speech of the consular treaty with the United States, which will be at once laid before Parliament, and undoubtedly receive its approbation. Nothing else in the speech deserves your particular attention, except the reiterated assertion that the unity of Germany is a guarantee of the peace of Europe.
