Sir : A telegram from Paris, on the afternoon of the 8th, brought the intelligence of the attempted assassination in that capital of the Emperor, Alexander [Page 86] II, of Russia. The tidings were communicated by the Russian consul general, in a circular to his colleagues, announcing that a Te Deum would be sung at the church of the national faith here the next morning, in celebration of the miraculous escape of the Emperor. I made a reply in writing to this circular, and attended the solemnity of the Te Deum together with my vice-consul and first dragoman.
