Mr. Seward to General Salgar

General: I had the honor to receive the communication you addressed to me on the 17th ultimo, with an account of certain proceedings of the legislative and executive branches of the government of the United States of Colombia, forming a very interesting and instructive account of the now adjusted political questions which so profoundly agitated that country. I trust that the patriotic aspirations expressed by the President and Congress in their respective procla [Page 829] mations to the people may be realized in the future progress of the United States of Colombia.

I avail myself of this occasion to renew to you the assurance of my most distinguished consideration.
