Sir: I had inadvertently neglected to advise the department that in consequence of the receipt of a telegram, enclosure No. 1, signed by several ladies, of [Page 455] the most respectable families of Queretaro, I addressed the minister for foreign affairs an unofficial communication, enclosure No. 2, to which his excellency’s reply is enclosure No. 3.

The tone of my note to his excellency was adopted in reference to the failure of official intercession directed to the citizen President in behalf of General O’Horan, of which the department has been informed in a former despatch.
