Sir: Your full and very interesting despatch No. 28, of the 10th of last month, has been received. In reply I have to state that, in consequence of former instructions which have been addressed to you concerning the present state of the controversy between the belligerent parties in your quarter, no further special instructions upon the subject seem at present to be necessary.
