Sir: Your full and very interesting despatch No. 28, of the 10th of last month, has been received. In reply I have to state that, in consequence of former instructions which have been addressed to you concerning the present [Page 211] state of the controversy between the belligerent parties in your quarter, no further special instructions upon the subject seem at present to be necessary.
