Sir: Referring to my No. 183, of the 21st ultimo, inviting your attention to its accompanying copy of a letter from N. Mickles, esq., upon the subject of a grant which was obtained by you for the East India Telegraph Company from the Chinese government, I transmit herewith, for your information a copy of a [Page 457] further communication on the subject, together with that of a circular letter marked “confidential” addressed by Mr. Mickles to this department.
