Mr. Sanford to Mr. Seward
Sir: The cattle plague, which is causing such great ravages in England, has appeared in this country, having spread from Holland, where it was brought by some Dutch cattle sent to London for sale, and reimported. A commission of Belgian veterinary surgeons was sent to Holland to examine into and report upon this malady, and the cattle on the farms where it has appeared have been destroyed and the importation or transit of cattle, fresh hides, meat, and tallow have been prohibited by royal decree; and stringent regulations for the immediate slaughter of cattle infected, and the proceedings with regard to those suspected of or liable to infection, have been promulgated—indemnity to the amount of two-thirds of the value being allowed to the owners of cattle destroyed by order of the authorities. ** *
