Sir: Your despatch of February 8, No. 264, has been received. It recites the passages which are of chief interest to the United States in the reply proposed [Page 824] by the senate commission in France to the discourse which the Emperor pronounced at the opening of the legislature. Your comments upon those passages are deemed just and proper; nevertheless, the passages themselves are not regarded as requiring especial remark from this department at the present time.
