Sir: I have the honor to acknowledge the receipt of your note of the 19th instant in regard to violation of neutrality of the United States alleged to have taken place recently on the Rio Grande. In reply, I have the honor to inform you that I have requested the Secretary of War to cause the matter to be inquired into with a view to the adoption of such proceedings as may be called for.
