Sir: I hasten to let you know that I have just received from his excellency Marshal Bazaine a despatch announcing to me that the government of Mexico has decided that the American materiel unduly taken over to the Mexican bank on the surrender of Brownsville, to which the letter of your excellency addressed to me the 12th July relates, should be restored without delay to the federal authorities, and that orders were immediately sent to Matamoras to assure the execution of this decision.
