Sir: I have the honor to acknowledge the receipt of your note of the 15th instant, informing me of the steps you had taken to bring to the knowledge of the Emperor’s government, and also to acquaint Marshal Bazaine, commander-in-chief of the French forces in Mexico, with the circumstances attending the clandestine and improper transfer of men and arms by the insurgent commander at Brownsville to the authorities at Matamoras.
