Sir: The French packet steamer Nouveau Monde, from St. Nazaire to Vera Cruz, stopping at Havana, arrived here on the 6th instant, and left for Vera Cruz on the 7th instant, having on board nine hundred soldiers, re-enforcements for the French army in Mexico.
