Sir: Your despatch of the 21st ultimo, No. 177, containing an account of your conversation with Mr. Drouyn de Lhuys in regard to the reduction of the French forces in Mexico, has been received, and will be taken into consideration. An instruction of the 20th ultimo, No. 264, will have placed you in possession of the views of this government in regard to the compulsory transportation of Egyptian negro troops by France to Mexico.
