Sir: Your despatch of the 10th of March, No. 52, which is accompanied by a translation of a circular issued by the minister of foreign affairs of the Archduke Maximilian, relative to consuls in Mexico, who have no exequaturs from the imperial government, has been received. I have already sufficiently explained our position on this subject.
