Mr. Seward to Mr. Dayton

Sir: I enclose a copy of a resolution which yesterday passed the House of Representatives by an almost unanimous vote, and may be supposed to have been occasioned by the instruction of this department to you, No. 525, of the 7th of April last.

This morning I was visited by Mr. Geofroy, who inquired as to the purport of the proceeding. I answered that the views of the administration in regard to Mexico are expressed in the President’s message to Congress at the opening of the present session.
