Sir: Your despatch of October 27, No. 44, has been received, and your proceedings in fulfilment of my instruction No. 13 are approved. We learn from Paris that the design which is referred to in that instruction concerning the deportation of Nubians in Egypt to serve under the French flag in Mexico will not at present be executed.
