Sir: I have the honor to acknowledge the receipt of the circular of date June 7, ultimo, signed by yourself, giving notice of the departure of Admiral Goldsborough to take command of the European squadron, and communicating certain orders of the Navy Department to that officer.

As you are well aware, those orders have no particular application, so far as the ports of this empire are concerned, the imperial government never having extended belligerent rights to United States rebels.
