Sir: Your despatch of October 12, No. 62, has been received, together with its voluminous appendix.
The questions you have been obliged to consider, and the measures which you have found it necessary to adopt in maintaining the treaty-guaranteed rights of the United States in Japan, were very grave and important. The difficulties of the case were greatly enhanced by the manifest need there was for intimate, cordial and hearty co-operation between yourself and the representatives of the other western powers. Having carefully examined the proceedings, I am authorized by the President to assure you they are fully approved. * * *
