Sir: Herewith I enclose, for your information, a copy of a despatch of the 9th ultimo, (No. 23,) from Mr. Bigelow, chargé d’affaires of the United States at Paris, in which he communicates a transcript of a note addressed to him by Mr. Drouyn de Lhuys, relative to the steam ram Olinde, otherwise Stonewall, together with several other papers upon the same subject.
