Sir: Your despatch of the 5th instant, No. 414, transmitting a printed copy of a report of M. Fould, the French minister of finance, illustrative of the facility with which the government of France can borrow money of its own people, and their ability to lend, has been received. The condition of things thus indicated is a subject for felicitation to the French government and pride to Frenchmen.
