Sir: I have the honor to inform you that I have received an official notification that the Tycoon, early next month, will visit Kioto for the purpose of meeting the Mikado.
[Page 481]The visit last year had been without precedent for three hundred years. This second visit is more extraordinary still. It is hoped it will tend to a more cordial understanding between the Mikado and Tycoon, and to a more favorable foreign policy.
