Sir: I had great satisfaction in communicating to the governor general of Canada the order permitting the exportation of anthracite coal to that province, of which you did me the honor to send a copy to me with your note of the 30th ultimo.

I beg leave to transmit to you a copy of a proclamation prohibiting the exportation from Canada of anthracite coal in any manner or way whatever.

It is at the same time my pleasing duty to request the government of the United States to accept the best thanks of the governor general for its compliance with the application which I made to it by his excellency’s desire for a modification of the prohibition to export coal of this description from the United States.

Victoria, by the grace of God, of the United Kingdom of Great Britain and Ireland, Queen, defender of the faith &c, &c, &c.

To all to whom these presents shall come, or whom the same may concern, greeting:

Whereas it is in and by an act of the Parliament of our said province of Canada, made and passed in the twenty-seventh year of our reign, entitled “An act to amend the act respecting duties of customs, and the collection thereof,” amongst other things, in effect enacted that our governor in council may, by proclamation, or order in council, at any time, and from time to time, prohibit the exportation of the following goods: arms, ammunition and gunpowder, military and naval stores, and any articles which our governor in council shall judge capable of being converted into or made useful in increasing the quantity of military or naval stores; and whereas our governor in council has judged that anthracite coal may be converted into or made useful in increasing the quantity of military or naval stores, and has deemed it expedient that the exportation thereof from our province of Canada be prohibited: Now, therefore, know ye that we do, by and with the advice of our executive council, and by this our royal proclamation, prohibit the exportation from our province of Canada of anthracite coal in any manner or way whatever; of all which our loving subjects are to take notice, and govern themselves accordingly. In testimony whereof, we have caused our letters to be made patent, and the great seal of our said province of Canada to be hereunto affixed. Witness our right trusty and well-beloved cousin, the right honorable Charles Stanley, Vis count Monck; Baron Monck, of Ballytrammon, in the county of Wexford, governor general of British North America, and captain general and governor-in-chief in and over our provinces of Canada, Nova Scotia, New Brunswick, and the island of Prince Edward, and vice-admiral of the same, &c., &c., &c. at our government house, in our city of Quebec, in our said province of Canada, this sixth day of August, in the year of our Lord one thousand eight hundred and sixty-four, and in the twenty-eighth year of our reign.
