My Lord: I have the honor to acknowledge, with much satisfaction, the receipt of your note of the 15th instant, communicating to me the copy of a despatch [Page 640] of the 8th instant, from his excellency the governor general of Canada, in relation to the reported passage of persons hostile to the United States through St. John, New Brunswick, and to the precautions which his excellency proposes to adopt to prevent any infringement of the neutrality of her Majesty’s territories by those or any other persons.
