I have the honorSir: to acknowledge the receipt of your despatch, (No. 29,) of the 13th December, 1862, which, immediately on its receipt, I read to the governors for foreign affairs; on which occasion I again urged, in the strongest possible manner, the necessity of bringing the offenders, in the tragical transaction therein referred to, to punishment, and to make reparation without delay.
