Sir: Her Majesty’s consul at New York having represented to me that he has been requested by the parties at that place interested in the prize vessel Springbok to solicit my interposition with the United States government [Page 690] a view to obtain a delay in the sale of that vessel and its cargo until appeal can be had to the Supreme Court, I have the honor to ask you to take the subject into consideration.
