Section 161(b) of the Foreign Relations Authorization Act for Fiscal Years 1994 and 1995 (P.L. 103-236; 108 Stat. 402) authorized the appointment of a fifth Under Secretary of State. Title changed from “Global Affairs” to “Civilian Security, Democracy, and Human Rights” on Jan. 17, 2012.
