162. Telegram From the Secretary of State to the Embassy in France1
3888. Embassy Paris should as soon as possible, either through Nguyen De or by sending representative to Cannes, inform Bao Dai as follows.
We have considered Bao Dai’s request (which we received through Gibson) that we urge Diem to come to Cannes.
We are unable now accede to this request.
Bao Dai should understand that American opinion is increasingly opposed to removal of Diem particularly at this juncture. If Diem is now removed and another less nationalistic government formed Bao Dai should be fully aware beforehand of the probable reactions here on continuation American aid. Senator Mansfield’s statement (which Embassy Paris has) is clear evidence this position. End of message.
Embassy Paris inform Foreign Office concurrently.
Saigon inform General Ely and British Ambassador that above being sent Bao Dai.
London inform Foreign Office.
