1. Department of Navy plan for consolidating the communications functions at Kagnew Station complex in order to reduce U.S. presence and land requirements is currently being reviewed. Plan, if implemented, will reduce required manpower by 175 spaces (135 of which are military) and 1,315 acres of land (tracts “D”, “G” and part of “F”) with one-time costs of $4,930,250 which would be amortized in less than five years through savings in military pay and annual operating costs. Implementation is not contemplated until FY 72–73 time frame because of lack of funds. Completion of [Page 2] the consolidation would be about two and a half or three years after initiation.

2. Plan will be presented shortly to SecDef for approval.
