In a memorandum for the record of the meeting of the Joint Chiefs of Staff with the President on February 28, 1963, the section relating to discussion of Okinawa reads as follows: “General Wheeler led a discussion of the Chiefs' views on the continued strategic essentiality of Okinawa to the U.S. military posture in the Pacific. The President expressed no disagreement, indicating that he had no intention of giving up the island.” (Memorandum by Taylor, March 1; Kennedy Library, National Security Files, Clifton Series, JCS Meetings with the President, 2/63-11/63)
