211. Editorial Note

On April 24-25, 1961, Republic of Korea Foreign Minister Yil Hyung Chyung visited Washington for discussions with Department of State officials. On April 24 Yil Hyung Chyung met with Assistant Secretary McConaughy and other members of the Bureau of Far Eastern Affairs. Although there was one discussion, two memoranda of conversation were produced on separate topics: “Korean Item at the United Nations” and “ROK-Japan Relations.” (Department of State, Central Files, 795B.00/4-2461 and 694.95B/4-2561, respectively)

The following day the Korean Foreign Minister met with Secretary Dean Rusk at 11:30 a.m. for approximately 1 hour. The record of the conversation was divided into five separate memoranda of conversation covering the following topics: “United States Approach to Countries Seeking Economic Development,” “ROK-Japan Relations,” “Status of Forces Agreement with Korea,” “Anti-Americanism in the Republic of Korea,” and “Communist Subversion in the Republic of Korea.” The five [Page 448] memoranda are ibid., 795B.5-MSP/4-2561, 694.95B/4-2561, 795B.5/4-2561, 795B.00/4-2561, and 795B.00/4-2561, respectively. Foreign Minister Yil Hyung Chyung also met with under Secretary of State Chester Bowles on April 25 for a discussion on U.S. economic aid.
