281. Editorial Note
On August 19, Robert Gardiner presented the Proposal for National Reconciliation and the Course of Action paper (slightly revised versions of the enclosures to Document 274) to Prime Minister Adoula. On August 21, the Congolese Government accepted the proposals with minor reservations. (Telegrams 419 and 430 from Léopoldville, August 20 and 21; Department of State, Central Files, 770G.00/8–2062 and 770G.00/8–2162, respectively) Adoula formally conveyed Congolese acceptance in a letter of August 23 to Gardiner. (U.N. document S/5053/Add.13/Annex III) On August 24, Gardiner presented the Proposal for National Reconciliation to Katangan Ministers Kimba, Munongo, and Kibwe, in the absence of Provincial President Tshombe.
