222. Editorial Note
On June 18, 1962, Director of the Bureau of Intelligence and Research Hilsman transmitted RFE-27 to Assistant Secretary of State for Far Eastern Affairs Harriman. This was a progress report summarizing the major goals and accomplishments of the counter-insurgency program in South Vietnam.
